AT 48TH NCE, WALSON-JACK PUSHES FOR DATA-DRIVEN REFORMS TO MODERNISE PUBLIC SERVICE<\/p>\n
As Nigeria pushes to build a more efficient and future-ready Public Service, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, has urged public service leaders nationwide to adopt digital innovation, deepen inter-governmental collaboration, and base establishment decisions on credible evidence.<\/p>\n
Delivering the keynote address at the opening ceremony of the 48th Meeting of the National Council on Establishments (NCE) on Thursday, 23 July 2026, in Port Harcourt, Rivers State, Mrs. Walson-Jack emphasised that the successful implementation of President Bola Ahmed Tinubu\u2019s Renewed Hope Agenda depends significantly on the capacity and efficiency of the Civil and Public Services at the Federal and State levels.<\/p>\n
The HCSF described the NCE as the apex policy-making body on Public Service structures, Schemes of Service and Conditions of Service in Nigeria, stressing that its decisions must be guided by objectivity, patriotism and professionalism, with the overall interest of the Nigerian people at the centre.<\/p>\n
She said the ongoing review of the Schemes of Service, as well as requests for the creation of new cadres, will be guided by the findings of the Personnel Audit and Skills Gap Analysis (PASGA), ensuring that future establishment decisions are informed by credible workforce data, emerging institutional needs and the demands of the future of work.<\/p>\n
The HCSF explained that PASGA goes beyond digital verification, as it is designed to map workforce competencies, identify critical skills gaps and provide reliable data to guide decisions on training, deployment, workforce development and succession planning for a modern, 21st-century Public Service.<\/p>\n
Mrs. Walson-Jack expressed appreciation to the Governor of Rivers State, Sir Siminalayi Fubara, GSSRS, and the Rivers State Government for hosting the Council meeting and for the Governor\u2019s personal attendance at the opening ceremony.<\/p>\n
Governor Fubara, who officially declared the meeting open, described the Public Service as the indispensable engine room of government, stressing the need for public institutions to evolve into more agile, digitally enabled and accountable systems capable of responding to rapid technological change and changing workforce realities.<\/p>\n
He commended the HCSF for her bold leadership and transformative reforms in repositioning the Federal Civil Service, noting that Rivers State is studying relevant federal initiatives for possible adaptation.<\/p>\n
Welcoming delegates to the meeting, the Head of Service of Rivers State, Dr. Inyingi Brown, said their presence reflected a shared commitment to building a stronger, more responsive and globally competitive Public Service, while providing an opportunity to chart a bold and forward-looking course for Public Service administration in Nigeria.<\/p>\n
