Customs CG Adeniyi Signs Anti-Corruption Documents, Activates ICRAM Steering Committee<\/p>\n
The Comptroller-General of Customs, Adewale Adeniyi, has signed the Standard Operating Procedure for Conducting Internal Corruption Risk Analysis and Mapping, the ICRAM Handbook, and the Integrity Action Plan for immediate implementation across all zones, commands and units of the Nigeria Customs Service.<\/p>\n
Adeniyi gave the directive on Tuesday, October 6, 2026, at a ceremony held at the Service headquarters in Maitama, Abuja, where he also formally activated the ICRAM Steering Committee.<\/p>\n
The development institutionalises the Service’s framework for identifying, assessing and mapping corruption risks across its operational and administrative processes.<\/p>\n
Speaking at the event, the CGC said the documents were the product of painstaking work by an internal team in collaboration with the World Customs Organisation and other Customs administrations, including His Majesty\u2019s Revenue and Customs.<\/p>\n
\u201cThese two documents are products of a painstaking process which we have undertaken with efforts from an internal team working together with our partners from the WCO and a number of other Customs administrations that have walked this path with us to ensure that we have a Service where integrity leads,\u201d he said.<\/p>\n
He said the documents are practical tools to enable officers at ports, borders and airports to identify corruption risks in their areas of operation and take targeted measures to eliminate them.<\/p>\n
\u201cWe want to believe that we have laid a practical step, very easy to follow, for all our operatives at the ports, the borders, and the airports, to be able to conduct corruption risk mapping in their places, giving them the opportunity and capacity to implement the action plan to instil integrity in our system,\u201d Adeniyi added.<\/p>\n
Earlier, the Assistant Comptroller-General in charge of Strategic Research and Policy, ACG Nafi\u2019u Isyaku, who led senior officers to present the documents, sought approval for their full rollout across the Service.<\/p>\n
Before the formal launch, the ICRAM methodology was piloted in seven key commands and units covering 66 processes across regulatory, core Customs and support functions.<\/p>\n
The pilot commands were Apapa Area Command for sea modality; Murtala Muhammed Cargo and Murtala Muhammed International Airport Commands for air modality; Seme Area Command for land modality; and the Customs Police Unit Zone A, PAAR Ruling Centre and the Procurement Unit as specialised units.<\/p>\n
The pilot produced a comprehensive Integrity Action Plan with 101 Action Items and 295 Sub-Action Items, focusing on enhanced automation, strengthened supervision and accountability, robust audit trails and traceability, clear segregation of duties, regular staff rotation, targeted training and improved officer-stakeholder controls.<\/p>\n","protected":false},"excerpt":{"rendered":"
