FG INAUGURATES COMMITTEE TO IMPLEMENT SMART NATIONAL TRANSPORT DATABANK UNDER 20-YEAR PPP
The Federal Government has inaugurated the Project Implementation Committee for the Smart National Transport Databank, (SNTDB), following Federal Executive Council approval for the project to be delivered under a 20-year Design-Build-Finance-Operate-Transfer, DBFOT, PPP concession.
According to a statement by Gift Osima, Assistant Director, Information and Public Relations, the Permanent Secretary, Federal Ministry of Transportation, Engr. Funsho Adebiyi, inaugurated the Committee on Tuesday in Abuja.
Speaking at the event, Adebiyi stated that the SNTDB is designed to address longstanding gaps in transport data collection, coordination and accessibility, and will strengthen evidence-based planning, safety, security and investment across the sector.
He recalled that the National Council on Transportation approved the databank in 2012 and mandated the Nigerian Institute of Transport Technology, NITT, to implement it under the Ministry’s supervision. FEC has now approved the project for implementation by Asia-Arab Investment Nigeria Limited under the PPP arrangement.
The Committee, chaired by the Permanent Secretary, comprises representatives of the Ministry, NITT, Federal Road Safety Corps, Infrastructure Concession Regulatory Commission, Federal Ministry of Works, Office of the National Security Adviser and the Concessionaire.
Its mandate includes overseeing project delivery in line with the Concession Agreement and Full Business Case, monitoring milestones and performance, coordinating MDAs, managing risks, ensuring financial and governance accountability, and submitting periodic reports.
Briefing the Committee, the Director-General of NITT, Dr. Bayero Salih Farah, FCILT, said the SNTDB will serve as national transport intelligence infrastructure.
Key components include at least 250 solar-powered intelligent gantries equipped with RFID and ANPR technology, Traffic Management Centres in the 36 States and the FCT, a Main Data Centre, an Electronic Tagging, E-Tag, ecosystem, as well as database integration, real-time analytics and cybersecurity systems. The project will be implemented in phases.
The Ministry reaffirmed its commitment to provide policy and institutional leadership, while NITT will manage the contract and protect Government’s interests.
It also added that the Federal Government is committed to delivering a secure, integrated transport intelligence system that will create measurable value for Government, transport operators and the Nigerian public.
