Citizens and Stakeholders Engagement: HCSF Reaffirms Commitment to Reform and Service Delivery
The Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack has reaffirmed the Federal Government’s commitment to a more efficient, accountable, and citizen-focused Civil Service, as part of efforts to boost transparency, drive reforms, and improve service delivery.
She stated this while delivering her keynote address at the Citizens and Stakeholders’ Engagement organised by the Office of the Head of the Civil Service of the Federation.
The HCSF described the forum as a vital platform for dialogue, accountability, and shared understanding between the Civil Service and the citizens it serves.
According to a statement by Mrs. Eno Olotu, OHCSF’s Director of Information and Public Relations, she emphasised the Service’s commitment to openness, responsiveness, and alignment with the expectations of Nigerians.
Mrs. Walson-Jack commended stakeholders and partners for their support in achieving the transition to a Paperless Civil Service in December 2025, describing it as a major milestone in the reform agenda.
She explained that the initiative enables seamless digital processing of official documents, thereby enhancing efficiency, promoting transparency, improving access to information, and eliminating delays associated with manual systems.
The HCSF further disclosed the deployment of a Paperless Civil Service Portal, which allows real-time tracking of official correspondence and document workflows, accessible through the Office’s website.
On reform priorities, she noted that the 2026 theme, “Sustaining Reforms, Deepening Excellence,” reflects the Federal Government’s focus on consolidating gains and improving service delivery outcomes, adding that digital systems have been deployed across MDAs to strengthen efficiency and reduce turnaround time.
She also highlighted the ongoing Personnel Audit and Skills Gap Analysis aimed at aligning workforce capacity with national priorities, noting that over 57,000 officers have been captured to date.
Mrs. Walson-Jack further outlined key welfare initiatives, including the Federal Government Staff Housing Loans Board Bill, 2026, and the Exit Benefit Scheme, effective 1 January 2026, which provides eligible officers with 100 percent of their final annual emoluments after a minimum of ten years of service.
She appreciated President Bola Ahmed Tinubu, GCFR, and the Federal Executive Council for their continued support in advancing Civil Service reforms.
The HCSF also invited stakeholders to participate in the 2nd edition of the International Civil Service Conference (ICSC) 2026, themed: Reforms, Resilience, Results, stating that over 5,000 participants will convene to explore innovative approaches to public service delivery.
In his remarks, the Permanent Secretary, Service Policies and Strategies Office, Dr. Ishiyaku Musa Mohammed, described the engagement as a strategic platform for collaboration, dialogue, and feedback to strengthen governance and service delivery.
Stakeholders at the event commended the HCSF for her leadership and sustained efforts in promoting transparency, inclusiveness, and continuous improvement in the Federal Civil Service.
