FCSC Explores Integration with IPPIS to Strengthen Digital Personnel Management

The Federal Civil Service Commission (FCSC) is exploring the integration of its core statutory functions with relevant modules of the Integrated Personnel and Payroll Information System (IPPIS) to enhance digital service delivery and improve personnel administration in the Federal Civil Service.

The move was discussed when the Chairman of the Commission, Professor Tunji Olaopa, received a delegation from Soft Alliance and Resource Limited, consultants to IPPIS, in Abuja.

Professor Olaopa said the engagement became necessary to address persistent delays in onboarding newly recruited officers onto IPPIS after approval by the Commission. He noted that seamless coordination between recruitment and payroll onboarding was critical for efficient and transparent service delivery.

He disclosed that the Commission currently operates an independent online recruitment portal that has improved transparency in its recruitment process, and proposed two options for integration: retaining the portal and connecting it to IPPIS via an Application Programming Interface (API), or adopting full integration into the central government platform, subject to technical and operational safeguards.

The Chairman emphasized that any integration framework must guarantee data sovereignty, process integrity and institutional control, given the Commission’s constitutional mandate for recruitment, promotion, discipline and other career management functions.

He added that a reliable, data-driven system would significantly improve personnel records management, promotion, discipline and retirement processes across the service, according to a statement by Ibraheem Zakariyya, Head, Press and Public Relations of the Commission.

Earlier, the Director of Soft Alliance and Resource Limited and IPPIS Consultant, Mr. Tunde Ojumu, traced the evolution of IPPIS, noting that the system has been re-engineered into a flexible, locally-developed solution built on Oracle technology to accommodate the peculiarities of the Nigerian public service.

Mr. Ojumu said the platform is configurable to meet institution-specific needs, strengthen inter-agency workflows and ensure timely synchronization of personnel records, including promotions and retirements. He expressed readiness to work with the Commission’s technical team to assess existing platforms, identify gaps and agree on a suitable integration model.

Both parties agreed on the need for accurate and synchronized personnel data to prevent administrative errors, improve payroll management and ensure proper application of retirement provisions, and resolved to hold further technical sessions to determine compatibility and an appropriate integration framework.

The meeting was attended by Honourable Commissioners Hajiya Hindatu Abdullahi (Kaduna/Katsina States) and Dr. Ededet Eyoma (Akwa Ibom/Cross River States), along with other officials of the Commission and members of the delegation.
